Montréal, February 21, 2003 – The Office de consultation publique de Montréal was mandated by the municipal council of the city of Montréal, on January 27 last, to conduct a public consultation with respect to an amendment to the urban plan, master plan of the borough of Villeray–Saint-Michel–Parc-Extension, aiming to expand the “collective and institutional facilities” land use area of Parc Jarry, which also implies modification of the adjacent ”park and public space” land use area.

The documents pertaining to this consultation are available at the following locations:

  • Accès Montréal office of the Villeray–Saint-Michel–Parc-Extension borough, located at 529 Jarry Est, 4th floor;
  • Municipal library Le Prévost, 7355, Christophe-Colomb;
  • Municipal library Parc-Extension, 421, Saint-Roch
  • Neighbourhood police station 32, 7920 boulevard Saint-Laurent;
  • Direction du greffe de la ville de Montréal, 275 Notre-Dame Est, ground floor;
  • Office de consultation publique de Montréal, 333 Saint-Antoine Est, suite 200, and on its Web site: www.ocpm.qc.ca.

This consultation is part of a decision-making process that should lead to the adoption, by the Montréal municipal council, of a by-law amending the urban plan in order to expand Parc Jarry's “collective and institutional facilities” land use area. Thereafter, the Villeray–Saint-Michel–Parc-Extension borough council will examine the amendments required to the zoning by-law.

First part – Presentation of the project and question period The OPCM also announces that the initial public hearings will be held on February 24 next, at 7:00 p.m., at Centre 7400 (7400 Saint-Laurent), formerly known as the Institut des Sourds de Montréal, an institutional building located at the intersection of Saint -Laurent and Faillon, north of Jean-Talon. This first meeting will be entirely devoted to presentation of the project by the principal municipal departments concerned, including those of the Villeray–Saint-Michel–Parc-Extension borough, the Service des parcs, and the Service du développement économique et urbain, and by representatives of CTPJ-Tennis-Canada. Following this presentation, there will be a question period reserved for the public, until adjournment of the meeting by the commission.

Second part – Hearing of individuals and organizations wishing to state their views on the project
In order to allow participants to further express themselves, the work of the commission will resume on March 17, enabling it to gather the comments and suggestions of individuals and organizations wishing to participate in the consultation. The members of the commission were appointed by Jean-François Viau, president of the Office de consultation publique; they are Catherine Chauvin, who will act as chair, and Jocelyne Beaudet.

The mission of the Office de consultation publique de Montréal is to consult residents about projects referred to it by the council or executive committee, in accordance with the provisions of the Montréal city charter, notably for all amendments or revisions to the city's urban plan.
